The Housing Authority of the City of Santa Barbara purchased the 1.3-acre parcel at the corner of North La Cumbre Road and Via Lucero in 2019 with the intent to develop affordable rental housing catered to families with low or very low incomes. The site formerly housed medical and dental offices which remained in use while the Housing Authority went through the development and planning process.
Bella Vista will include 48 residential units with a mix of one to three-bedrooms, with a focus on providing housing for those making less than 60 percent of the Area Median Income. Units will be subsidized with Section 8 Project-Based Vouchers, allowing families to pay no more than 30% of their income for rent. The development will feature a community room, on-site laundry, and substantial courtyard outdoor spaces, ensuring a supportive and vibrant living environment for its residents.

On March 11, 2021, the Housing Authority held a virtual community meeting welcoming neighbors and community members to provide their questions and input regarding the development’s proposed concept and design.
