1. Section 8 Project Based Voucher RFP

The Housing Authority of the City of Santa Barbara (HACSB) is inviting developers of rental projects within the city of Santa Barbara to submit proposals for participation in the Section 8 Project Based Voucher Program (PBV). PBV assistance is available for up to 60units under this RFP. Applications will be accepted for new construction projects for properties that have regulatory agreements dictating an affordability period of no less than 60-years.
A housing unit will be considered a new construction unit if construction has not started at the time of HACSB selection. All financing of project costs and operating expenses will be the responsibility of the owner. The units must be leased to eligible families referred by HACSB. All families must have an annual income at or below 80% of area median income (AMI), as adjusted for family size, in order to qualify for a PBV Program Voucher.
Rents for PBV units cannot exceed the maximum allowable Payment Standard as established by HACSB for the PBV Program. In addition, to meet HUD’s requirements for “rent reasonableness,” rents must be comparable to those for similar rental units in the area in which the project is located. Rent reasonableness determinations will be made in accordance with HUD regulations.

2. Consultant for November 2024 Ballot Measure
Posting Date: April 24, 2023
The Housing Authority of the City of Santa Barbara (HACSB) requests proposals for a strategic advisor to assist with the research, planning and organizing of a citizen sponsored ballot measure for the November 2024 election. HACSB has recognized the need for the creation of an ongoing local funding source for low and moderate-income housing acquisition and development. Our initial review of local conditions leads us to considering an increase to the City of Santa Barbara’s transient occupancy tax (TOT) as a potential revenue source for affordable housing.
Qualified applicants are invited to submit detailed proposals that demonstrate their ability to provide the services described in the RFP packet. The RFP packet is available electronically below or by contacting Clarissa Montenegro at cmontenegro@hacsb.org.
