On her first full day in office, new Santa Barbara Mayor Helene Schneider rolled her up sleeves, donned a hard hat and got to work, wielding a golden sledge hammer at the groundbreaking ceremony for the city Housing Authority’s new Artisan Court affordable housing development at 420 E.
